Can DNA Testing Solve an Austin Neighborhood's Dog Poo Problem?

Austin is known as a dog friendly city. There’s dog parks, ample off-leash areas – heck, even the City Council passed an ordinance allowing dogs on outdoor restaurant patios.

And along with the local acceptance of dogs has come tolerance of the occasional accident. We’ve all seen them – on our front yards, exercise trails and even along the bottoms of our shoes.

Dogs can’t help it – it’s instinctual for them. Their owners, however, can. It’s their responsibility to tend to their animal's needs, little plastic bag in hand, so that when Fido finishes his business, no one else has to deal with the matter.

Unfortunately, some dog owners at The Pointe at Onion Creek, a small condominium complex in South Austin, haven’t been doing their due diligence. Now the home owners association is considering using DNA testing to find out which pooch is pooping and fleeing the scene.

Should Texas Kids Spend More Time in School?

State lawmakers want to know if having kids spend more time in school will increase performance.

The Texas Senate Committee on Education is meeting this morning to talk about the impact of extended learning time on school success. That could mean longer school days or adding more days to the school year.

Lawmakers will also look at after-school programs and their effect on school performance, attendance and behavior.

The public is invited to comment at the hearing. It starts at 9 a.m. at the capitol.

Hundreds of Austin-Area Doctors Support Medical School

Proposition 1, the proposal for a new medical school and teaching hospital in Austin, now has the support of over 400 Austin-area doctors. The doctors' support means they are behind the five cent increase in property taxes per $100 of taxable value if Prop. 1 is successful in November.

Headliners Announced for 2012 Texas Book Festival

First Lady Laura Bush announced the lineup for the 2012 Texas Book Festival this morning. This year’s festival will feature Cheryl Strayed, Tony Danza, Robert Caro, Junot Díaz, Jewel, Jeffrey Toobin, Zane, Tim O’Brien, Justin Cronin, and David Maraniss, among others. The full lineup of 250 authors across all literary genres can be found online at texasbookfestival.org.

Council to Consider Incentive Plan for HID Global

The Austin City Council will take a first look today at the proposal to offer an economic incentive package to a company that provides security products.

The city is considering offering HID Global about $900,000 in rebates on taxes for real estate and equipment purchases.

The State of Texas is also offering the company close to $2 million from the Texas Enterprise Fund.

If the deal goes through, HID Global would build a manufacturing and distribution center in Northeast Austin, and create 276 jobs over 10 years.

Lawmakers Look at Retirement Plans

Texas lawmakers are scheduled to examine some retirement programs this morning – including the Employees Retirement System of Texas and the Teacher Retirement System of Texas.

The Texas House Committee on Pensions, Investments & Financial Services wants to know the viability of the plans as they are now. And they’ll look at what might happen to the retirement plans if they are switched from defined benefit plans to defined contribution plans or some combination of the two.

TRS is the largest public retirement system in the state, with more than 1.3 million people are on the plan.

Assange’s Legal Threat to SXSW

Wikileaks founder Julian Assange threatened the South by Southwest festival with legal action if it proceeded with its planned showing of the documentary Wikileaks: Secrets and Lies in 2012. That's according to London’s The Guardian.

Council Passes City Budget, But the Mayor's Not Happy

The Austin City Council has approved a $3.1 billion budget for the next fiscal year. Coming after hours of discussion, which began at a meeting yesterday, the final vote was six to one. Mayor Lee Leffingwell was the lone vote against the budget.

“My intention is to vote no as a symbol, an an acknowledgment hopefully, that we could have done better,” Mayor Leffingwell said prior to the vote. “I’m not going to let this be a unanimous vote that the entire council approve this budget with a huge, a large spending increase.” Leffingwell surprised his colleagues yesterday by calling for a two percent across the board cut to most departments in the city’s general fund, excluding the public safety departments.  That proposal failed on a similar six to one margin, with only the mayor voting aye.

At the meeting today, council member Bill Spelman said it was too late in the process for revisions like those Leffingwell proposed.
